The pacing argument crossed the Atlantic. In her State of the Union address in Strasbourg on Wednesday, European Commission President Ursula von der Leyen told MEPs that "CEOs of the most advanced companies tell us that it is time to slow down on the self-recursive models. To pace the frontier", and said "I will invite the main frontier labs for a discussion on how we can support ongoing industry efforts to pace the frontier." A day earlier at Salesforce's Dreamforce, Dario Amodei and Sam Altman argued for restraint in front of about 12,000 people at Moscone Center while Jensen Huang told the same stage "We don't need any new laws. We don't need new regulations." Mark Zuckerberg posted that "trust and alignment are quickly becoming the most important capabilities that will differentiate agents and models". OpenAI's Chris Lehane said the company has been working with Anthropic and Google DeepMind on safety for weeks and backed the FRONTIER Act's independent verification organizations.

The pacing argument became a fight with the White House. President Trump posted in support of AI more than half a dozen times on Truth Social on Monday, writing that "AI taking over the World, destroying Humanity, and all other things bad, is a HOAX", that the only control AI needs is "a STRONG AND SMART (High IQ!) PRESIDENT", and naming "Dario (Anthropic!), who is now pretending to be a 'perfect little angel'". He then phoned Jensen Huang live on stage at the All-In Summit in Los Angeles; Huang put him on speaker and replied "You're right. We're not going to let that happen, sir." Barack Obama took the other side, calling the labs' agreement to slow down "a good and necessary first step". Senator John Kennedy said he will offer an AI "kill switch" measure on Wednesday.

Within six days a researcher resigned, OpenAI asked Congress for binding rules, and Anthropic's chief executive published a plan to slow capability gains. Jacob Coxon, who says he spent three years on pretraining research at OpenAI and Anthropic, quit on 8 September and wrote that the two are "gambling with our lives"; Anthropic alignment lead Evan Hubinger replied that he puts the chance AI kills all humans at ">10% within the next decade". On 9 September OpenAI asked Congress for mandatory, capability-based national AI safety regulation and added Paul Christiano to its Foundation board. On 12 September Dario Amodei published "We Must Pace the Frontier", committing Anthropic to embedded third-party evaluators; Sam Altman, Elon Musk, Demis Hassabis and Rishi Sunak backed it within a day. On 9 September the Financial Times reported that Anthropic had declined to give the UK AI Security Institute pre-release access to Claude Mythos 5.1.

The argument over slowing AI down stopped being an essay and became politics and prices. Satya Nadella said Microsoft welcomes "deliberate pacing" and will publish a Code of Conduct for its first-party MAI models. Dario Amodei told CBS News' "Sunday Morning" that "for too long the industry lied to people about the fact that this technology had risks". David Sacks told Anthropic and OpenAI to pace themselves but to "stop pretending antitrust law has to be suspended so you can form a cartel".

Anthropic CEO Dario Amodei published an essay on Saturday arguing the industry should deliberately slow down. "We must slow the pace at which we improve the capabilities of AI models. Progress will still seem fast, and we must make wise use of the time we gain," he wrote in what CNN describes as a 3,800-word post. He sets out three steps — embedded third-party evaluators, coordination among frontier companies in democratic countries, and coordination with authoritarian governments — and says Anthropic is committing unilaterally to the first, offering outside reviewers desks, badges and company laptops plus the right to publish findings without Anthropic's editorial control. His stated worry: within "6-12 months" an agent swarm "could be capable of taking over the entire internet with a persistent botnet (potentially causing hundreds of billions of dollars in damage)".

The Pentagon says it has nearly finished pulling Anthropic out of its classified networks. Under Secretary of Defense for Research and Engineering Emil Michael told DefenseScoop "I'd say about 90% has transitioned", with the remainder due by the end of the month and OpenAI's ChatGPT, xAI's Grok and Google's Gemini taking over. DefenseScoop reports the split followed Anthropic's attempt to write in contract terms barring mass surveillance of US citizens and fully autonomous lethal weapons, which the department rejected on the grounds that its software must be available for "all lawful purposes". Two cases are still live, one in the Northern District of California and one before the D.C. Circuit.

Anthropic published its September threat intelligence report on 10 September, covering misuse of Claude disrupted between December 2025 and August 2026 across seven harm areas. It names Russia's Midnight Blizzard (tracked as GTG-20006) as having used Claude against more than 20 government, diplomatic and defence organisations; describes an exploit foundry run by Chinese undergraduates that targeted roughly fifty organisations and produced "more than a dozen possible zero day findings in a single month"; documents a French commercial influence-as-a-service operation that published at least 8,913 articles in about 20 languages across roughly 70 fabricated news sites; and reports five cases in which accounts were banned for biology work that could have supported weapons development.
